The watch reads the published records of the acts it holds on the EU Publications Office’s endpoint, and the document lists on the Commission’s CBAM guidance, registry and communication pages, so a document added, dropped or relisted under a new label or date is flagged at the next check. A file swapped behind an unchanged listing is not. It does not read consultations, national bills or trade news. A flagged document is entered here once a reader has opened it. When a week has nothing to say, the stamp says so. That is the point of a log over a newsroom.
